Parliament Approves Setup of National Cybersecurity Agency (NCSA) in Nairobi

Parliament has approved the National Cybersecurity Agency (NCSA) Order, 2026, clearing the way for the establishment of an autonomous agency to regulate and coordinate national cybersecurity efforts and protect the country’s digital infrastructure. The agency was created through an order issued by President William Ruto under the State Corporations Act and will oversee cybersecurity strategy, critical infrastructure protection, cyber incident response, technical assessments and national cybersecurity operations.

The NCSA will coordinate cybersecurity activities across government, security agencies, regulators, industry, academia and international partners as Kenya responds to rising threats including cybercrime, ransomware, fraud, data breaches and attacks on critical systems. The agency will also establish a Cybersecurity Centre of Excellence, support research and innovation, address cybersecurity skills gaps through training and certification programmes.
