NTSA Halts PSV Licensing and Route Changes for 24 Months

National Transport and Safety Authority has issued a temporary moratorium effective 19 June 2026 halting licensing of new public service vehicle (PSV) operators (Saccos and companies) for 24 months. The suspension also covers approval of new routes and route extensions for 12 months, along with any modification or reconfiguration of existing licensed routes, including changes to pick-up and drop-off points. The measure applies nationwide and affects all prospective and intended PSV operators.

The decision is linked to persistent non-compliance in the PSV sector, growth of illegal operators, road safety risks, insecurity concerns, unfair competition, and inconsistent route management. During the moratorium, NTSA will conduct a comprehensive audit of road safety compliance and traffic systems in coordination with county governments, strengthen oversight systems, and review route structures to improve reliability and profitability. Existing licensed operators will continue operations under strict compliance requirements, while new applications will not be accepted; stakeholders are encouraged to submit reform proposals during the suspension period.
