Cabinet Secretary for Health Aden Duale on Tuesday appeared before the High Court in Nairobi for apology following a contempt finding in a case challenging the proposed United States–funded Ebola quarantine facility at Laikipia Airbase.
The dispute, filed by Katiba Institute and other petitioners against the Ministry of Health, concerns a suspended project halted under conservatory orders issued on 28 May 2026. The orders stopped construction pending determination of the petition, which questions the legality of the collaboration between Kenya and the United States on the facility.
The Cabinet Secretary submitted a mitigation statement and affidavit before Justice Patricia Nyaundi, confirming that all construction and site activity had been halted and that the Kenya–US collaboration on the project had been suspended after the court orders.
The court accepted the aplogy and emphasized compliance with judicial orders, while the substantive petition over the Laikipia Airbase facility remains pending.
