KCAA Statement on Accessing PEL Application via eCitizen Portal

Following our communication dated 22 August 2025, in which we temporarily suspended Personnel Licensing (PEL) services to prepare for a system upgrade, the online PEL application platform is now live and operational. Applicants can access the system via https://ecitizen.kcaa.or.ke.

We hereby request that all new and pending PEL applications be submitted exclusively through the online platform. The new system has been developed to deliver a simplified, faster, and more transparent application experience, enabling stakeholders to apply from anywhere, at any time.

All application processing will be conducted online. Should physical document verification be required for specific applications, the system will notify the applicant accordingly.

We thank you for your patience during the transition and are committed to enhancing service delivery through this upgraded platform.
