EACC Statement on Arrest of University of Nairobi Council Members

Ethics and Anti-Corruption Commission arrested Mr. Brian Ouma, Ag. Chief Operations Officer (COO) at the University of Nairobi, Prof. Amukowa Anangwe, Dr. Ahmed Sheikh Abdullahi and Carren Kerubo Omwenga, University Council members over allegations of irregular appointment of Mr. Ouma as the COO.

Commission investigations established that Mr. Ouma was not qualified for the position and that his appointment was irregular and fraudulent. The University of Nairobi Council improperly conferred a benefit on Mr. Brian Ouma by passing a resolution to appoint him as Acting Chief Operations Officer.

The inquiry file was forwarded to the Director of Public Prosecutions (DPP), who, upon review, approved abuse of office charges against the following University Council Members:

  • Prof. Amukowa Anangwe
  • Dr. Ahmed Sheikh Abdullahi
  • Carren Kerubo Omwenga
  • Joel Kamau Kibe
  • Dr. Darius Mogaka Ogutu

Brian Ouma, Ag. Chief Operations Officer is facing charges of unlawful acquisition of public property of Kes 32,459,406.15 being salary paid to him by the University of Nairobi.

The four suspects were processed at the Integrity Center Police Station and later arraigned in court.

Meanwhile, the Commission directs two Council members, Mr. Joel Kamau Kibe and Dr. Darius Mogaka Ogutu, to immediately report to EACC Headquarters at the Integrity Centre.

EACC is also seized of other investigations, currently at an advanced stage, relating to allegations of embezzlement of public funds and the irregular leasing of various parcels of land by senior officials at the University of Nairobi.
