Senator Karungo Statement On Approval of Motion to Unify Bursary Funds

In a significant step toward achieving free and equitable access to education, the Senate has today passed a motion moved by Senator Karungo wa Thang'wa, calling for the streamlining of all education bursary funds into a unified, transparent, and accountable system.

The motion directs the Ministry of Education to audit all bursary funds issued by both national and county governments, with the aim of integrating these funds directly into schools as supplementary capitation. It also calls for the public disclosure of the cost of education per learner, to ensure fairness and equity across the country.

"This is a victory for fairness, for accountability, and above all, for the children of Kenya," said Senator Thang wa. "Bursary, as it is, is discriminative-but free education is not. No child should be sent home because a system meant to support them is broken. Today, the Senate has taken a bold step to fix it.'

Senator Thang wa extended his heartfelt appreciation to his colleagues, stating: "I thank fellow Senators for standing tall on this motion. Kenyans have often described the Senate as the last line of defence for the people-and today, we lived up to that expectation."

With the motion passed, all eyes are now on the Ministry of Education to implement the Senate's proposals in full. However, Senator Thang wa noted that passing the motion alone is not enough. The next step, he said, is to amend the relevant laws to ensure a strong, sustainable legal framework for the full realization of free secondary education in Kenya.
